Rental Properties in Saginaw Township

Rental Housing Licensing Program

Rental property in the Township must be licensed. Rental property is any property not occupied by the owner. This includes units occupied by family members who are not the owners regardless of whether or not rent is paid. The township license requires a local agent if the owner of the property is residing more than 30 miles from the Township and ensures that all rental properties are required to meet the minimum standards established by the ordinance Saginaw Charter Township Property Maintenance Code. Owners are required to license their rental properties although the license fee is charged by the owner and not by the unit. The application process for a rental housing business license ensures that all fees, taxes and outstanding charges against the property are paid. Only the exterior of the property is inspected.

This license is valid for one calendar year and is transferable to a new owner. However, the license may be revoked if violations occur between renewal periods and are not corrected. To review the rental license program and download applications and additional information please go here.

If you have a specific complaint about a dwelling, there is a specific process to follow:

1. ) Make a written list of ALL of your concerns.  Be as complete as you can be.

2.) Include your name, address, and contact information.

3.) Submit it to:

4.)     Upon receiving the completed information, the designated Code Enforcement Officer will review your list and determine which Inspectors (Building, Plumbing, Heating, Electrical, or Fire) need to be scheduled.

5.)     The Code Enforcement Officer will contact you using the given information and schedule an on-site inspection of the items on the list.  The Tenant in control of the lease must be present to grant access to the unit and property.

6.)     A letter will be produced that addresses each item.  If necessary, the Officer will ask the responsible party for an acceptable plan and timetable for remediation of any items in violation.

7.)     If any hazardous condition is identified, the Officer will take immediate action appropriate to the condition up to and including the order to immediately vacate.

8.)     The Officer will not interfere in the Landlord/Tenant contractual relationship, including those items associated with rental payments.

9.)     The Officer is not a health official and does not make determinations of mold types or medical symptoms.

10.) If the Tenant feels that any inhabitant of the unit is in any danger, or is subjected to any hazard of any type, then the Tenant should not rely on other entities and take immediate personal action to protect themselves or others by voluntarily vacating the premises.
